	The Sea Lions Foundation The Gold Standard of Freedom
	Targeted Individual Council		Sub-Councils Sub-Councils have complete privacy and autonomy.  This is vital; the sub-council is formed from groups of the Oppressed, and must be able to establish security and conduct their own affairs. The only requirements placed on sub-councils are that they must govern themselves as Omniarchies, the Ericsson Council's accountant handles and reports their funds, they provide 20% of their output to the Sea Lions Foundation, and the Sea Lions Foundation places a non-voting member on their council to ensure that Omniarchy is practiced, and that the Sea Lions Foundation receives its 20% licensing fee. Membership in a sub-council requires an applicatoin and interview.  Upon acceptance, the Member is accorded full voting rights in that council, but not in the Sea Lions Council or the Ericsson Council.  If the Membership application is not accepted, all membership fees are fully refunded.
